I don't think you can say one gender is better than the other for fellatio or cunnilingus. Some women were better than some men. The two best I wouldn't want to try to rank which is higher... one was fem the other male.

Definitely enthusiasm is the most important aspect no matter who is giving or receiving.

I also think that guys tend to have more enthusiasm as a whole. Not a better technique necessarily, because all people are different and have different buttons to push.
